Position
CDC Sierra Leone is dedicated to strengthening global health security. It is a key country office for CDC efforts to strengthen GHS and improve the country’s alignment with the Global Health Security Agenda (GHSA), as multiple infectious diseases are endemic within Sierra Leone. IG is seeking a locally based Workforce Development Advisor to work with CDC Sierra Leone by providing high-quality technical assistance, strategic advice, and support on implementing and executing strategies, activities, and partnerships to strengthen Sierra Leone’s National Public Health Institute (NPHI) and workforce development systems and functioning to contribute to GHSA alignment and other ongoing global disease prevention and elimination efforts.
- Provide administrative and management oversight, coordination, and development of CDC activities supporting the National Field Epidemiology Training Program (FETP) plan and other workforce training programs ensuring a coordinated approach while preparing for a transition to the NPHI.
- Develop and sustain strong collaboration with FETP stakeholders, particularly MoHS departments, sub-national institutes, academic institutions and future NPHI units to facilitate smooth implementation of the National plan, FETP progressive training model, application of field epidemiology, and FETP network strengthening.
- Actively facilitate information exchange between partners and increase awareness of FETP and partner projects in-country.
- Monitor and review FETP priorities, compliance, and progress.
- Ensure FETP residents are placed at public health programs that will enable them to meet the FETP competencies and deliverables by providing a strong field experience in surveillance and epidemiologic field studies; supervise fellows during field activities, review all work conducted by fellows, and assist fellows in preparing written and oral scientific presentations/publications.
- Assists fellows in applying for and securing funding proposals from international organizations or NGOs to support their proposed investigations.
- Liaise with the MoHS to support the development of the new NPHI.
- Includes promoting the institutionalization of the FETP within the NPHI, advising the MOH in the development of mid- and long-term sustainability plans and a career path for FETP graduates (scheme of service).
- Support strategic planning for FETP (including the establishment of an in-country FETP Advanced program and continued expansion of FETP) and NPHI (including implementation and operationalization, and organizational transitions).
- In consultation with the Deputy Program Director and RA, provide technical expertise to implementing staff and assist in the identification of requirements for project development and improved performance, to include capacity building and sustainability of the FETP and other workforce development programs within the NPHI and/or MoHS in Sierra Leone.
- Provide subject matter expertise in workforce development, capacity building, and NPHI establishment, including familiarity with disease surveillance and integrated public health systems.
- Serve as a liaison and technical advisor for FETP and NPHI activities for partners and collaborators, including MoHS, sub-national public health institutes, provincial CDCs, WHO, AFENET, Metabiota, ICAP, and others as necessary.
- Actively participate in regularly scheduled and periodic CDC, FETP, NPHI meetings and coordination calls.
- Coordinate, plan and, facilitate NPHI related meetings between CDC, MoHS, and other stakeholders globally.
- Provide oral and written communications to the CDC-SL Deputy Program Director on all activities.
- TRAVEL: Travel is likely to be moderate, requiring travel up to 50% with a mixture of domestic and international travel. Travel to CDC Headquarters or other field offices may also be required for trainings, meetings, presentations, technical reviews, program updates and expert consultations.
Qualifications
- Minimum of an MD, PhD in epidemiology, public health, biological sciences degree, or international equivalent required with biostatistics experience.
- A minimum of five years of experience working in epidemiology and disease surveillance, with the MoHS or other public health programs and a familiarity with USG agencies or international organizations or international NGOs.
- Experience in developing, implementing, and evaluating public health programs and coordination with international agencies or implementing partners is required.
- Knowledge of epidemiology concepts and practices.
- Knowledge of noncommunicable disease prevention practices and strategies.
- Experience in designing research, evaluation, or surveillance protocols and their implementation and manuscript drafting, submission, and publication.
- Experience in cross cultural communication, both oral and written.
- Proficient computer skills, including Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Outlook, SAS/SPSS/Stata/R–equivalent, ARCGIS, and Internet use.
Language
- Level IV English proficiency required. Ability to effectively communicate in English (speaking, writing, and reading) daily with various groups.
