Hospital CBRN Response Assessment in Iraq

Assessment of Hospitals’ Chemical, Biological, Radiological, and Nuclear (CBRN) Incident Response Capabilities 

Integral Global (IG) engaged the Iraqi Kurdistan Region (IKR) Government to develop a hospital CBR incident response assessment questionnaire, facilitate an Iraqi-led assessment of Shar Hospital’s CBR incident response capabilities in-person, conduct an in-person engagement to review the assessment results and train staff on identified gaps, and lead 35 hours of remote follow-up engagements.

Specifically, during Phase 1, IG developed a hospital incident response assessment using a tailored assessment questionnaire after reviewing any institutional, local, national, and international frameworks. IG facilitated the Iraqi-led assessment in-person and engaged at least 20 participants from the Kurdistan Ministry of Health (kMOH), Shar Hospital, and the Ministry of Peshmerga Affairs (MoPA) in roles of emergency medicine physicians, MOH CBRNE focal points, and law enforcement. During Phase 2, IG conducted an in-person engagement to review the assessment results and trained relevant staff on gaps identified through the assessment. IG led 35 hours of follow-up engagement with training participants after three day in-person engagement. Participants were trained on the topics of chemical security, standard operating procedure development, and cross-sector or departmental communication protocols.

During Phase 2, IG traveled to Sulaymaniyah to hold a three-day training session at Shar Hospital focused on CBR hospital incident response. The participants attended lectures on standard operating procedures (SOPs), hands-on training, such as donning and doffing personal protective equipment (PPE), and a CBR incident response drill. This drill was the first conducted in Sulaymaniyah, marking a significant advancement in technical training efforts for the region and support from the Directorate of Health (DOH). Furthermore, IG signed a memorandum of understanding (MOU) with the DOH-Sulaymaniyah to enhance their CBR incident response capabilities and partnership further.

In Phase 3, IG finalized its remaining remote session activities and assembled a booklet containing SOPs and guiding documents essential for responding to a chemical security incident.
